Procurement & Admin Officer (PAO)-Pariaman, West Sumatera

CARE International Indonesia (CII), as an international NGO, has carried
out large scale operations in Indonesia, encompassing emergency operations,
transitional activities centered on agriculture and nutrition and a range of
development initiatives in such areas as water and sanitation, health and
micro-credit.

CARE Indonesia in Pariaman, West Sumatera is currently recruiting the
following position for its project:

JOB TITLE : PROCUREMENT AND ADMIN OFFICER (PAO)
DEPARTMENT/PROJECT : FINANCE/ SUPPORT UNIT
REPORTS TO : ACCOUNTANT AND PROJECT MANAGER

JOB SUMMARY:
Overall responsibility for operational Padang Office about administrative,
procurement dan HR (Coordination with PMs)

RESPONSIBILITIES AND TASKS:

ADMINISTRATIVE Functions
•Manage and Supervise support staff unit in Padang Office (Admin
Assistant,Procurement Asst, Drivers, Guards, Office Helper)
•Responsible for ensuring that operational Padang Office running well about
: office and assets safety, Assets management, Office administration,
external duty to other institution, etc.

PROCUREMENT Functions
•Ensure that all procurement in Padang running well and appropriate with
Procurement Manual end donor regulation.
•Together with Procurement Assistant service PRs from all project in
CAREPadang
•Supervise Procurement Assistant in service all procurement from all project
in Padang
•Together Procurement Assistant to process Consultant dan Casual Staff
Request
•On periodic together with Procurement Assistant survey to vendors.
•Coordination with Procurement Unit HQ
•Together with Procurement Assistant provide PSR
•Travel to project location if needed

HR Representative Function
•Responsible to provide salary cash flow every month for all staff in Padang
•Responsible to distribution payroll staffs
•Responsible to manage Medical and Leave Data all staff
•Responsible to report medical and leave data to HR Unit
•Responsible to process staffing in Padang and ensuring appropriate with HR
Manual
•Follow up Contract Staffs to HR Unit HQ
•Manage data base staffs Padang
•Ensuring confidentially Staffs data

Others:
•Liaison with Head Office, Vendors, Jamsostek, GOI
•Reviewed for financial transaction
•Any other duties that maybe reasonable assigned by the Supervisor

QUALIFICATIONS:
•University Degree in Management / Economics / Law
•Have a minimum of 3 – years experience in administration, human resource
and procurement
•Communicate in English and Bahasa, both spoken and written
•Operate standard computer program (MS. Office, Word, Excel, Internet)
•Customer service attitude
•Build and work within teams
•Prioritize operational needs and multi-task
•Good representation and facilitation skills

WORKING CONDITIONS:
Pariaman 99%; Travel 1%
