| Overall Responsibilities |
| The Resident Advisor for Pharmaceutical Management TB Control Program provides overall coordination and ensures continuity of direct technical assistance to improve pharmaceutical systems within Indonesia TB Control Programs in support of TBCAP/USAID and National Tuberculosis Program (NTP) Strategic Objectives and agreed work plans. His or her work is based at the Government of Indonesia, Ministry of Health, Communicable Disease Control Center (PPM) in Jakarta, Indonesia. He or she will also provide direct technical assistance in one or more identified areas of the technical work plans. |
| Specific Responsibilities |
| I. Using the agreed work plans as a base and in conjunction with NTP, TBCTA Jakarta and the MSH Regional Technical Advisor (RTA); Plan, budget, coordinate, and provide assistance in scheduling, organization and in following up with the planned Pharmaceutical Management activities in the technical areas that are described below in paragraphs A through G. II. Develop a rolling, detailed, 3-month forward plan of activities and scheduled inputs. Provide assistance in developing detailed SoW/ToRs for technical consultants’ visits. Assist NTP plan and prepare for the visits. Provide support and advice to the consultants during the visits. Ensure continuity and coordination between the technical visits, by briefing and guiding visiting consultants and following up on action points. III. Meet regularly with NTP to ensure that plans and activities are meeting the requirements of NTP within the overall agreed frameworks. IV. Coordinate activities with the KNCV pharmacists, and in conjunction with NTP and the KNCV pharmacists ensure that a monthly review of the drugs stock status in the country is undertaken. V. Be able to provide direct Technical Assistance in at least one of the technical areas described below in paragraphs A through G. The work will involve collaboration with other MSH staff and in some cases, collaboration with external staff. Specific technical responsibilities may include work in any of the following areas: A. Policy Options Analysis, Strategic Planning and Implementation 1. Plan, organize and in conjunction with the RTA and other identified consultants, assist in conducting pharmaceutical sector assessments of public and private operations and conduct strategy options analyses based on the assessment findings. Develop detailed reports that define problems and gaps in services and recommend steps to remedy deficiencies. 2. Provide technical assistance to evaluate and determine the optimal mix of methods for financing necessary pharmaceutical supply, and to implement reforms including possible cost-split programs with Provinces and Districts. 3. Assist NTP in developing or revising TB medicines supply policies and in developing appropriate pharmaceutical service delivery models for the local environment. B. Drug Management Information Systems 1. Provide technical assistance helping NTP to implement effective systems for Drug Management Information Systems. 2. Assist NTP to develop and implement programs that identify relative roles and responsibilities for reporting on pharmaceutical management parameters at each level of the system. 3. Assist NTP to develop appropriate monitoring systems to track the effectiveness and reliability of reporting. C. Supply Chain Management D. | Qualifications |
| 1. Master’s degree or other professional degree in a health, management or logistics related field required; medical, pharmacist and/or logistics qualification preferred. 2. Not less than 2 years of recent work experience operating or providing professional consulting services to primary health care medicines. 3. Experience with programs supported by international agencies such as WHO, World Bank and bilateral agencies such as USAID. 4. Ability to write lucid technical reports and documents in English language is required. 5. Ability and availability to travel within Indonesia up to 30% of time or more. 6. Competence in use of word processing programs required, and experience with spreadsheets and database applications strongly preferred. 7. Experience of GFATM funded operations would be an advantage. 8. Experience in Indonesia would be an advantage. 9. Knowledge of and/or willingness to learn Indonesia language would be an advantage. |
