Background

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. I. I.  BACKGROUND

UNDP is assisting the Government of Indonesia (GoI) in strengthening adherence to human rights standards and reforming the legal and justice sector as they are widely recognized as one of the conditions for sustainable human development. Access to justice is at the center of institutional reform, enhancing democratic governance and the functioning of the rule of law in Indonesia since it creates the conditions that enable individuals to resolve legitimate grievances quickly and effectively and under law, rather than arbitrary or discriminatory exercise of discretion.

The Human Rights, Legal and Justice Sector Reform Programme (HRLJSR cluster) is managing three projects namely Legal Empowerment and Assistance for the Disadvantaged (LEAD), Strengthening Access to Justice for Peace and Development in Aceh (Aceh Justice project) and Enhancing Communications, Advocacy and Public Participation for Legal Reform (CAPPLER). The cluster also currently develops two pipeline projects namely support to improve internal oversight mechanism of Judiciary, Attorney General’s Office and Police and support to strengthen the capacity of National Human Rights Institutions (NHRIs).

The goals of the Legal Empowerment and Assistance for the Disadvantaged Project (LEAD) are to increase access to justice and thereby contribute to alleviating poverty and improving governance.  The strategy is to achieve the goals by supporting legal services, legal capacity development and related development activities for the poor and other disadvantaged groups.

LEAD is focusing its activities to promote better access to justice in Indonesia through grant support to civil society organizations in three targeted provinces in Indonesia namely Central Sulawesi, Southeast Sulawesi and North Maluku. At the national level, LEAD is supporting National Planning and Development Agency (BAPPENAS) the development as well as future implementation of the National Strategy on Access to Justice which was recently launched by BAPPENAS. Further, UNDP supports is needed to ensure the National Strategy on Access to Justice particularly its action plan can be implemented by GoI.

LEAD comprises four components:

1. The strengthening sectoral legal services component focuses on supporting and strengthening legal empowerment services that address specific sectors and issues, such as gender, land and natural resources.   It accordingly funds efforts to aid the disadvantaged confronted by specific sectoral problems and to build their law-oriented capacities.  This component comprises two thematic sectors: Justice and Gender and Justice and Natural Resources.

2. The strengthening the legal services/citizen assistance communities component supports the strengthening of the legal services community in ways that transcend sectoral foci.  Where legal services organizations are absent, it helps establish them or otherwise build ways for citizens to channel their grievances to appropriate forums.  This component also comprises two thematic sectors: Justice and Legal Services, and Justice and Local Governance.

3. The strengthening justice sector reform efforts component provides support to ongoing reform efforts geared towards improving access to justice.  This includes assessing the progress of the implementation of the reform agenda, supporting coordination mechanisms of reform efforts, supporting the development of access to justice oriented policies, as well as enhancing cooperation between civil society and government.

4. The research and policy development (including monitoring and evaluation) component assesses LEAD’s impact, as well as those of its grants and initiatives.  It employs mechanisms to collect, monitor and analyze information on LEAD-supported activities so as to contribute to policy advocacy and law reform.

The LEAD Project strategy emphasizes the following:

  • A grant-making facility
  • Legal empowerment
  • A human rights-based approach to development
  • Civil society support and capacity development
  • Constructive interaction with government
  • Cooperation with other funding agencies
  • A five-tiered approach:
  1. On the most basic level, the project seeks to raise the legal awareness, power and assistance available at the grassroots village or community level.
  2. It also builds up paralegal capacities for specific villages or CSO members who develop greater levels of legal knowledge and skills.
  3. It supports legal services provided by lawyers and related services by CSOs and other professionals.
  4. It also supports national and sub-national justice sector reform efforts, particularly those seeking to improve access to justice.
  5. Analyses of the problems and progress LEAD and its partners make will contribute to policy and legal reform advocacy.

LEAD is being implemented initially in Central Sulawesi, Southeast Sulawesi, North Maluku and at national level.

2. ROLE

Under the supervision of the HRLJSR Programme Manager in UNDP with the guidance of National Project Director (NPD) in BAPPENAS, the LEAD Project Manager is responsible for the overall management of LEAD Project operations, resources and staff.

Duties and Responsibilities

II. Functions / Key Results Expected

Summary of Key Functions:

  • Ensuring the strategic direction of LEAD Project
  • Management of the LEAD project and supervision of the LEAD team
  • Strategic partnerships and support to resource mobilization
  • Provision of top quality policy advice services to the Government and facilitation of knowledge building and management

1. As a the Head of LEAD Project Management Unit team, ensures the strategic direction of LEAD Project focusing on achievement of the following results:

  • Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of Project Document, Annual Work Plan (AWP) and other documents as well as contribution to the overall target as set out in CPD and CPAP
  • .Identification of strategic project areas of cooperation.
  • Operationalization of AWP in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint activities.
  • Overall management of project staffing planning and hiring to assure human resource capacity to carry out project implementation.
  • Analysis and presentation of UNDP policies and their implementation in the Project.
  • LEAD Project business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Project Management Unit (PMU).

2. Ensures effective management of the LEAD project and supervision of the PMU team focusing on quality control of the full cycle of project from formulation to implementation achieving the  following results:

  • Effective in managing project implementation.
  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
  • Design and formulation of LEAD activities within the area of responsibility, translating UNDP priorities into local interventions. Coordination of project implementation with the executing agencies.
  • Strategic oversight of planning, budgeting, implementing and monitoring of the  project, tracking use of financial resources in accordance with UNDP rules and regulations.
  • Effective monitoring, measuring the impact of the project and evaluation. Constant monitoring and analysis of the project environment, timely readjustment of project.
  • Follow up on audit recommendations. All exceptions are timely reported.
  • Project is implemented according to the approved AWP and complies with UNDP rules and regulations.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

3.  Establishes and maintains strategic partnerships and networks, in cooperation with the Programme Team, focusing on achievement of the following results:

  • Provided strategic input to HRLJSR Programme Manager on resource mobilization strategies for LEAD project.
  • Creation and coordination of partnerships with legal empowerment projects from other UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
  • Ensure coherence, complementarities and coordination with other development partners in the area of legal empowerment
  • Build partnerships with local and international CSOs throughout LEAD implementation.

4.  Ensures provision of top quality advisory services and facilitation of knowledge building and management  focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the operations/ projects staff on programme.
  • Performing additional related tasks as requested by the supervisor.

Required Skills and Experience

IV. Recruitment Qualifications

Education:

  • Master’s degree in international development or social sciences.
    A management qualification is desirable.

Experience:
Essential:

  • At least 7 years of progressively responsible experience implementing social development projects or programmes in government, CSO or UN agencies.
  • 3 years or more of practical experience in project or programme management, with supervisory responsibility and preferably as a team leader.  This will include management of operations, monitoring and evaluation, and providing technical guidance.
  • Experience with grant making to civil society organisations.
  • Demonstrated knowledge and experience in working on access to justice and pro-poor justice sector reform is essential.
  • Strong experience in the usage of computers and standard office software packages.

Desirable:

  • Familiarity with UNDP systems, rules and procedures for project/programme management.
  • Experience working with local and national government in Indonesia.

Language Requirements:

  • High degree of fluency in written and spoken English and Bahasa Indonesia
