Background

I. Organizational Context

Energy-efficiency standard and labeling (ES&L) are among the most cost-effective types of policies and programs to mitigate global climate change. The reason for this is that these programs have the potential to effect complete market transformation for different classes of energy-saving products, at a cost far below the cost of providing new energy supply.
ES&L programs contribute to the realization of the Millennium Development Goals (MDG), particularly MDGs 1,7 and 8, whereby the program can contribute to the eradication of extreme poverty, improve environmental sustainability of a country’s and/or a region’s development path, and help improve trade ties and develop global partnership for development.
The project is entitled Barrier Removal to the Cost-Effective Development and Implementation of Energy Efficiency Standards and Labeling (BRESL) which applied the funding from the Global Environment Facility (GEF) and will be implemented by the United Nations Development Programme (UNDP). BRESL will be implemented on a regional basis in order to transform the regional product markets of the targeted appliances, equipment and lighting products, and address the common barriers to, and concerns about, ES&L by the participating countries. The participating counties in this project are: Governments of Bangladesh, China, Indonesia, Pakistan, Thailand and Vietnam.


BRESL is aimed at rapidly accelerating the adoption and implementation of energy standards and labels (ES&L) in Asia, and in so doing bring about energy savings from the use of energy efficient appliances/equipment. The project also facilitates harmonization of test procedures, standards and labels among developing countries in Asia, when appropriate. The project is expected to cost-effectively deliver an average 10% reduction in total residential and commercial energy use in partner countries at the time of peak impact by the year 2030 compared to a baseline scenario, thereby contributing to more environmentally sustainable and economically efficient development. BRESL will facilitate the transformation of the manufacture and sale of energy-efficient appliances and equipment through: 1) A regional initiative in Asia, with provision for general information, tools and training to all interested developing countries in the region plus customized efforts, all with a focus on regional cooperation; and, 2) National technical assistance to 5 developing countries in Asia. The project will focus largely on capacity building and assisting government, manufacturing, distributing, retail, consumer and environmental stakeholders throughout the Asian region to implement the most cost-effective energy efficiency measure available. In each participating country, priority activities will be carried out to help foster each country’s preferred process for developing or expanding its ES&L program.

Duties and Responsibilities

  1. Install and implement the project’s financial systems and procedures, in accordance with UNDP’s existing guidelines on national execution;
  2. Orient project staff on the use of the project’s financial systems and procedures;
  3. Prepare the proper recording of financial transactions and submit a regular report on the project’s financial status;
  4. Prepare the correctness of journals, vouchers, bills, statement of accounts, trial balance, budget estimates and other financial statement and records;
  5. Preparing the correct and accurate information of the availability of funds and/or allotment of expenses, vouchers and requisition for supplies, materials, etc.;
  6. Consolidate and prepare annual and quarterly budget and workplan, including the necessary budget revisions;
  7. Establish a project account and ensure appropriateness and proper record keeping of transactions;
  8. Ensure proper cash management system;
  9. Supervise the preparation of payroll and general voucher of salaries, and other documentary requirements for disbursements;
  10. Prepare updated reports on disbursements made by the project, and advise the project team on the overall financial status of the project.

III. Key Results Expected

The FA will work in close collaboration with other project teams under the supervision of the NPM to ensure the successful production of the following expected outputs:

  1. Report regularly to National Project Manager on financial matter.
  2. Manage to handle financial task to the project.
  3. Distribute financial report to project members
  4. Good filing and book keeping on project financial documentation
  5. Responsible in preparatory work for financial matters in the project establishment and area of finance, procurement and other ad-hoc tasks with respect to both the operations of the secretariat and implementation of project activities.

Required Skills and Experience

V. Recruitment Qualifications

Education:

  • Minimum Bachelor (S1) in Accounting, Finance, Business Administration or other related fields.

Experience:

  • A minimum of 5 (five) years experience in performing general accounting, financial monitoring and reporting, and other related accounting tasks in a non-profit organization or donor institutions.
  • Knowledge of integrated and/or specific accounting applications. (e.g. general ledger, accounts payable, financial reporting, etc.).
  • Familiarity with accounting software and project management tools such as Microsoft Office is preferred.
  • Excellent communication and facilitation skills.
  • Able to work in a team atmosphere.
  • Good interpersonal communication skill.
  • Able to work under pressure and limited time.
  • Indonesian nationality.

Language Requirements:

  • Fluency in written and spoken English and Indonesian
