| Procurement and Property Control OfficerBased in Jakarta, the Procurement and Property Officer is responsible for supporting procurement and property control in RTI’s projects in Indonesia.
• Coordinates and processes procurement and purchase requests on behalf of RTI Indonesia in accordance with RTI policy • Provides expert advice regarding procurement and property control issues. o Ensures that RTI Procurement and Property Control SOPs and USAID procurement regulations are followed, and that adequate documentation exists, from procurement request through purchasing, receiving, recording in inventory, and disposal. Ensures users understand the SOPs and provide training as needed. o Creates, maintains, and updates pre-qualified contractors’ database. Supports project procurement officers to organize and manage key aspects of the bidding process, including advertising for Intent to Bids, collating and cross checking responses with the pre-qualification database, notifying contractors of availability of bidding documents, organizing and assisting in the implementation of pre-bid meetings and site visits, arranging bid opening and the bid opening committee composition, o As needed, assists with the preparation of tender documentation and participates as a key member of the bid evaluation team and the subsequent interview/s of potentially successful contractors. Assist with the preparation of the contract draft and recommendation to award for the successful contractor. o Organize annual review for vendor performance for all project offices with the documentation and recommendations o Offers advice and solutions for relevant staff in setting up vendor agreements for both Jakarta and Provincial Offices. o Reviews and approves all purchase orders exceeding a certain monetary threshold. o Administers and supports the use of a procurement and inventory control database system that can easily capture, retrieve, and store relevant contracting or compliance data. o Coordinates requests for asset disposal and oversees property disposal/handover o Identifies potential threats to property control and works with a team to develop and implement realistic strategies to mitigate risk. o Conducts onsite effectiveness assessments and internal audits for procurement compliance and property control REQUIREMENTS • Minimum bachelor degree with at least 5 years relevant experience in procurement and property control. |
